NORTH WEST NEW APPOINTMENT

Hallam Land Management is pleased to welcome Katie Dean who joins us as the new Area Manager for our North West region.

Katie will be based in our newly established North West regional office in Manchester and her prime focus will be to enhance our presence in the region with the objective of identifying and sourcing land to add to our existing portfolio of sites in the North West.

Katie has a wealth of knowledge to bring to the company having considerable experience of strategic land, residential, care homes and mixed use developments in the region.

MOVING FORWARD IN 2011

During a busy 2011 Hallam Land has concluded land sales at Rugby, Oxford and Countersthorpe. These transactions have continued a year of successful trading in what has been a challenging market.

Despite a highly volatile planning backdrop with major changes to planning legislation, we have continued to deliver new planning permissions; the latest successes being at Desford (68 plots) and Kilmarnock (minded to grant 500 plots and 20 acres of employment land). We were unsuccessful at Nuneaton and Stratford but have appealed.

We have submitted new planning applications at Cam (71 plots), Highbridge (550 plots), Rugby (183 plots), Long Buckby (132 plots), Biddenham (495 plots) and Bradford (296 plots).

We also have undetermined applications at Market Harborough (500 plots), Blaby (1062 plots), Irthlingborough (700 plots), Chatteris (1000 plots) and Monmouth (145 plots).

We continue to view the difficult financial conditions within a relativily stable property market as an opportunity to acquire new sites and are currently working on a number of site acquisitions or option agreements throughout the country.

ENHANCED PLANNING PERMISSION AT BISHOPBRIGGS

4 July 2011

Following an appeal to the Scottish Government last year which secured a 32 unit consent at Kirkintilloch Road, Bishopbriggs, an application followed in February of this year for an enhanced scheme of 50 units (including 14 affordable properties).

The revised proposals embrace the Scottish Government's Designing Streets Policy document which seeks to reduce the dominance of vehicles and provides a major departure from traditional housing layouts.

It is now proposed to market the site in due course.

SOUTH EAST REGION NEWS

Hallam Land are pleased to announce the arrival of Clayton Penny who joined us from Senior Living Limited. At Senior Living Clayton was responsible for identifying suitable development sites and managing these sites through the planning process to ensure successful project delivery.

Clayton will be based in our London office with Ruth McKeown and Natalie Starmer, and will be engaged in all aspects of our work in the South East but primarily focused upon identifying and securing new sites.

Congratulations to Natalie for her success in securing her Associate Membership of the Royal Town Planning Institute. For this she had to present a portfolio of work to demonstrate a range of practical experience in all aspects of planning post degree.

BUCKINGHAM SALE

7 February 2011

Hallam Land Management Limited has completed the sale of optioned land with planning permission for 700 dwellings at Buckingham to Barratt Developments PLC and Bovis Homes Group PLC for an undisclosed sum. This follows the submission, in 2008, of a planning application on the non-allocated site by Hallam Land for the dwellings and 2.5 hectares of employment development.

Outline planning consent was secured in late 2009 and the site was marketed in mid 2010, receiving substantial levels of interest. Hallam Land retains its interest in the employment land following the transaction.

NEW DIRECTOR APPOINTMENT

Ruth McKeown has been appointed a Director of Hallam Land Management Limited with effect from 1st January 2011.

Ruth joined the company in 1998 as a Senior Planner/Land Buyer having previously been with Stratford on Avon District Council. She worked initially in the Northampton office, being promoted to Area Manager and subsequently to Regional Manager in January 2008 at which time she established the company's South East Regional office in the West End of London where she is now based.

THE NEW FACES OF BRIDGWATER

Hallam Land Management, the strategic land arm of the Henry Boot Group, has joined forces with Wm Morrison Supermarket PLC (Morrisons) and Barratt to invest in a major mixed use regeneration scheme in Bridgwater.

The site is the located adjacent to the M5 close to junction 23 and is marked, for those familiar with the M5, by the Willow Man feature looking out over the motorway. It includes the former British Cellophane site of Innovia Films Ltd which was long integral to the economic fortunes of the town prior to the business being closed some years ago. The site is effectively the shop window for the town of Bridgwater.

The development of North East Bridgwater site is expected to revitalise the economic fortunes and transform perceptions of the town. It represents a major first step in the implementation of the town wide "Bridgwater Challenge" initiative to unlock the potential of the town and, as such, has received widespread support in the local community and amongst the town's major stakeholders.

Advised by David Lock Associates, Hallam Land Management has now secured planning permission for up to 110,000 square metres of employment floorspace capable of providing some 2,500 jobs, a commercial services centre providing local retail opportunities, up to 2,000 new dwellings, a primary school, improvements in recreation facilities and substantial enhancements to the local transport and green infrastructure.

The proposals include detailed approval for a 75,000 square metre Morrisons Regional Distribution Centre to serve its south west network of stores and which will create some 1,000 new jobs on site alone. Wm Morrison Supermarket plc has also secured consent for a food preparation facility employing some 650 persons on the adjoining site formerly occupied by Gerber Foods. The proposals will reduce substantially the Company's vehicle miles, resulting in significant environmental benefits. The company's commitment to the town further extends to working with local agencies to make employment opportunities accessible. Construction will commence in early autumn and that the Regional Distribution Centre will be up and running by Christmas 2011.

James Brook, Development Executive at Morrisons notes: "we have for some time been anxious to establish a Distribution Centre in the south west. Bridgwater's locational advantages coupled with the positive welcome offered to the company by the local community, have been strong factors in securing our commitment to the town".

The Bridgwater proposals follow the recent completion of a similar Regional Distribution Centre by the company at Sittingbourne, Kent. The principal difference here is that the proposals form part of a wider mixed use scheme.

The planning approval also includes detailed approval for the construction of the first 400 dwellings of the 2,000 that can be accommodated on site. KickStart funding has been awarded by the Homes and Communities Agency for this first phase of development, Barratt Homes have acquired the plots which will be developed under the two brands of Barratt and David Wilson Homes.

Opportunities for further B1, B2 and B8, employment and residential phases will be offered to the market by Hallam Land Management.

HALLAM GAIN PLANNING CONSENT ON APPEAL AT BISHOPBRIGGS

HLM are delighted to announce that planning consent has been granted on appeal by the Scottish Government Department of Planning and Environment Appeals.

The planning permission in principle, formerly outline planning permission, was granted for 32 dwellings of which 12 are affordable and an area of open space. The site has been derelict for over twenty years detracting from the environmental quality of Bishopbriggs and has previously been allocated for residential development within two previous local plans.

The land has now been put to the market for sale.

PROPOSED HOUSING DEVELOPMENT IN TILLICOULTRY, CLACKMANNANSHIRE

Hallam Land Management Limited, the strategic land subsidiary of Henry Boot plc, have submitted a planning application to Clackmannanshire Council for 74 new homes with associated roads, footpaths and landscaping on its wholly owned site at Lower Mill Street, Tillicoultry.

This proposed scheme will provide 74 new homes overall with an element of affordable properties, including 2/3 bedroom houses and 2/3 bedroom bungalows built in both semi-detached and detached styles.

Gary Smith, Area Manager for Hallam Land Management commented, "Our overall proposals will provide much needed private and affordable housing to the location and will ultimately be a valuable community resource for existing and new residents alike".
