Prior to changes in planning policy guidelines in 1996, out-of-town development was the major retail growth area and HLM promoted many such successful schemes for large food and non food stores.

Out-of-town retail development is now un-common and, in following present government planning guidance, we are looking to bring forward new retail stores on land within or on the edge of existing areas.

The introduction of mixed use schemes incorporating retail as part of the development is also a sustainable means of meeting present day retail needs. We have created many such schemes, and are promoting further similar initiatives across the country.
