Paul Burton

Executive Director

Paul leads our North Midlands office. He joined us in 2000. Working first in Yorkshire and the north east and, for a time, in the north west, Paul has spent the last 15 years focusing on the Midlands. A chartered town planner, he is familiar with all aspects of identifying, promoting and delivering strategic land.

William Martin

Director

Will joined Hallam Land in 2024, bringing significant experience in acquiring, promoting and disposing of large-scale schemes across all sectors and scales. A chartered town planner, Will works collaboratively with project partners to ensure the best outcome for all involved.

Jenny Purple

Disposals Director

Jenny has over 20 years of experience in the residential development market and provides support across all our regions with her knowledge and expertise.

Chris Gowlett

Senior Land and Planning Manager

Chris has worked in the development industry for over ten years, and brings a range of expertise from his house building background. He joined the Hallam team in 2021.

Matthew Pruce

Senior Development Planner

With seven years in the planning and development industry, Matt joined the Hallam team in 2021. He’s an enthusiastic chartered town planner, passionate about all aspects of the project life cycle, and instrumental in helping us deliver great places.

Tom Davidson

Development Planner

After graduating from Leeds Beckett University in 2022, Tom joined the North Midlands division of Hallam Land in 2025 as a Development Planner. He plays a key role in creating effective solutions for all projects he is involved in. Before his role at Hallam Land, Tom honed his skills working as part of the in-house planning team of LNT Care Developments.

Martin Lindley

Database and Design Manager

Martin joined Hallam Land in 2003, bringing 18 years of private practice and house building experience to our team. Based in the Sheffield office, his design role supports our efforts to create great places by maximising land development potential, and achieving the best value for all stakeholders involved in a project.

Dena Mace

Executive Assistant

Dena has worked with us since 2001, having previously been part of Henry Boot Homes. A crucial member of the team, she provides administrative support to the whole of the north Midlands office.

Rebecca Wasse

Executive Director

Rebecca set up our northern office when she joined us in 2013, having spent eight years at Barratt Redrow, and five at Cala Homes. With a wealth of experience in housing development, she also has excellent knowledge of the planning system, land acquisition, and viability. Rebecca is a chartered town planner.

Adam Masters

Senior Land and Planning Manager

Adam joined our northern office in 2020, having spent the previous two years working at a private planning consultancy that covered Yorkshire and the north west. He is well versed in relationship building, site finding, and contractual negotiations, and manages a number of sites across the region, successfully guiding them through the complexities of the planning system.

Anna has spent a large part of her career working in housebuilding, with roles at Countryside Properties, Crest Nicholson and City & Country in both immediate land and strategic development. Most recently, she spent a brief period with Karbon Homes, a northern housing association, in a new business role.

Oliver Eves

Senior Development Planner

Oliver started as a graduate planner with Savills in September 2018 in London. After 4.5 years, he moved back north to Manchester, joining NJL Consulting in May 2023. He remained there until joining Hallam Land in June 2025.

Development Planner

Tom joined the North division of Hallam Land in 2025 as a Development Planner. Before working for Hallam Land, Tom spent two and a half years working in Strategic Land and Partnerships for Crest Nicholson, working on a variety of Strategic Land Projects.

Abigail joined Hallam Land in 2022, and provides vital administrative support to our team, alongside office management.

Gary Smith

Executive Director

Gary is our Executive Director for Scotland. Based in Glasgow, he has been with the business for over 20 years. During that time he has gained a wealth of experience in the strategic land sector, from site procurement and planning promotion to sale completion.

Andrew McNab

Senior Land and Planning Manager

Based in our Glasgow office, and taking a view on matters across Scotland, Andrew joined Hallam Land in 2022. He finds sites, negotiates contracts, and guides landowners through the Scottish planning system. Andrew previously worked in a planning and development consultancy and is a dual-qualified chartered town planner and chartered surveyor.

Rachael Robertson

Senior Development Planner

Rachael supports our Scottish region with the acquisition, planning and disposal of sites. She joined us in 2023, having previously worked in a strategic land role for a national housebuilder. Rachael became a chartered town planner in 2023.

Barbara Kitchin

Executive Assistant and Land and Planning Research Assistant

Barbara joined Hallam Land in 2024, and provides invaluable administrative support for the Glasgow team, alongside assistance with land and planning research.

Ruth McKeown

Executive Director

Ruth began her career at Hallam three decades ago, after spending eight years in a local planning authority. She set up our London office in the early 2000s and now leads our team in the south. Ruth has compiled and delivered a varied portfolio of strategic sites and has a comprehensive understanding of the region’s geographical and political landscape.

Charlie Reynolds

Associate Director

Charlie joined Hallam Land in 2016 and leads on a diverse portfolio of sites in the southern region. Since joining, he has gained significant experience in all aspects of strategic land promotion, including securing new development opportunities, promoting sites through the planning process, and disposing of sites with consents.

Charlie Lang

Development Planner

Charlie is a chartered surveyor who spent 11 years with a national consultancy and agency before joining us in 2023. He works with our southern office, helping with the acquisition, planning and disposal of sites within the region.

Alex Chapman

Principal Planner

Alex covers the south and south east regions, working in all stages of land promotion, but with a particular focus on progressing schemes through the planning system. He joined the Hallam team in 2021.

Nikki Woodward

Land and Planning Research and Executive Support Assistant

Nikki provides land and planning research and executive support across all stages of the strategic land lifecycle. She identifies and supplies key information, helping team members guide sites through the planning process. Conscientious and detail-oriented – crucial attributes for the successful delivery of our projects – Nikki joined Hallam Land in 2002.

Iain MacSween

Managing Director

Iain joined Hallam Land in 2018 and was appointed Managing Director in January 2026. Iain has worked across the UK in the procurement, planning, design and delivery of residentially led and mixed-use development schemes. He is passionate about the strategic land sector, and his experience gives him a deep understanding of its unique challenges.

A chartered surveyor by background, Tom has led several complex schemes since joining Hallam Land in 2015, dealing with all stages of land promotion, from the acquisition of new promotion opportunities to the delivery and sale of sites.

Alex Chapman

Principal Planner

Alex covers the south and south east regions, working in all stages of land promotion, but with a particular focus on progressing schemes through the planning system. He joined the Hallam team in 2021.

Jack Martin-King

Senior Land and Planning Manager

Jack is responsible for sourcing new residential land opportunities, advancing land development, leading the planning phases, and assisting with the sales process in the south east region. He joined us in 2021.

Maddi Simpson

Senior Development Planner

Having started her career at a private planning consultancy – where she gained experience on a range of strategic land projects – Maddi joined us in 2022. She is now responsible for sourcing new opportunities, promoting sites through the planning system, and assisting with the disposal process within the south east region.

Peter Glazebrook

Executive Director

With 30 years’ experience in both industry and local government, Peter joined Hallam Land in 2001 before becoming Executive Director for the south Midlands region in 2013. He enjoys securing new land promotion opportunities through to delivery – including award-winning schemes such a sustainable 2,500 plot mixed-use urban extension at Brooklands in Milton Keynes, and a 2,400 plot mixed-use urban extension at Eastern Green, Coventry.

Tom Thornewill

Director

Tom joined Hallam Land in 2012. He has significant expertise in all aspects of land promotion, from the acquisition of strategic sites and land assembly to the promotion of projects and their successful disposal. Alongside, Tom navigates complex planning matters and fosters strong relationships with stakeholders, ensuring the success of major projects, such as a mixed-use urban extension of 1,855 homes at South West Milton Keynes.

Marcia Whitehead

Director

Marcia is a chartered town planner with over 35 years’ experience in local government and private practice. She joined Hallam Land in 2018 and, since then, has led a series of complex projects, actively promoting land for development and securing planning permissions. Her project management, planning and negotiation skills ensure the timely acquisition of sites, delivery of consents, and onward sales.

Sally Miller

Senior Land and Planning Manager

Sally is a chartered town planner who has worked with us since 2009. She manages all stages of the strategic land cycle, from identification to sale, working on a diverse range of sites across the south Midlands. Sally takes great satisfaction in navigating the complexities of the planning process, ensuring successful outcomes for both landowners and developers.

David Nottingham

Energy and Utility Manager

David joined the Hallam team in 2022, having previously spent over 20 years in engineering consultancy, covering drainage and flood risk, highway design, utilities, and sustainability. His experience of the whole range of engineering disciplines ensures we have the in-house expertise to maximise the value from all our sites.

Lauren White

Senior Land and Planning Manager

Joining Hallam Land in 2021 from a land and planning consultancy, Lauren now manages commercial, contractual and technical matters on projects at various stages of the strategic land lifecycle across the south Midlands region.

Andy Birch

Executive Director

Andy joined Hallam Land in 2006, having gained five years’ experience in the public sector. Over the course of two decades, Andy has grown both his team and his portfolio significantly, delivering schemes at all scales, including major projects at Didcot, Swindon and Buckingham.

Ben Meynell

Director

A chartered surveyor with a rural background, Ben has worked on both the consultancy and developer side of the industry. He has a clear understanding of how to drive value and delivery, while balancing the demands and aspirations of our landowners. Ben joined the Hallam team in 2015.

Lawrence Dungworth

Director

Lawrence is a chartered surveyor who joined Hallam Land in 2015. He has significant experience of acquiring and promoting land through the planning system, and in securing planning permissions at both the local level and at appeal.

Lauren Cook

Principal Planner

Having spent 17 years between private practice and a national housebuilder, Lauren now uses her residential experience to see schemes through the planning system, ensuring that they meet the design expectations of our housebuilder customers. She joined Hallam Land in 2022.

Hal Parsons

Senior Land and Planning Manager

Hal leads on many acquisitions across the south west, alongside managing the promotion of land through the planning system. A chartered town planner with 11 years’ experience in both planning consultancy and developer roles, he is particularly skilled at negotiation, project management and relationship building within strategic land management. He joined the team in 2021.

Lisa Cook

Senior Land and Planning Manager

Lisa has over 15 years’ development experience and takes a solutions-focused, pragmatic approach to all aspects of planning and development. She works collaboratively across disciplines, and her extensive technical knowledge, strong commercial acumen, and ability to build good relationships ensures she secures the most favourable outcomes. Lisa joined our team in 2024.

Imogen Holgate

Development Planner

Imogen joined us in 2023, having previously worked for a planning consultancy advising on a range of local and national projects. She now supports our south west team with the acquisition, planning and disposal of sites for the region.

Wendy Pradalie

Wendy joined Hallam in 2024. She provides invaluable administrative support to the south west team, helping them bring forward land for development efficiently.
